Could this be a scam?

About a month ago I submited a short storey and an application online to a school the institute of childrens literature,I recieved and email saying I would hear from them but they are very partial to who they accept,last week I got a letter in the mail that said they we re very impressed with me and I have the ability to write childrens books, I was so excited they sent a pamplet tution fees,its an online class to make you a better writer and they set you up with publishers, it all sounds so great my question is how do I know if this is a scam or should I go for it?
